Simply use -1 as a user_id flag to indicate that we don't want to filter by exp_id

I didn't do as thorough job as Petr did in #761but I did go through all users/groups and do some cutting and pasting. The one thing I did notice is that when viewing All members if I created a Project, Dataset or Screen it did not appear striaght away, even with a refresh. I had to go back to a single user view and then back into All members view to see the newly created containers. |

@joshmoore @ximenesuk - Is it possible that the new P/D/S is somewhere else than you expect it ? Meaning, on the top of the tree for example, or the very bottom, completely out of alphabetical order. I remember such a (mini) bug from the dev 4 4. If this is not the case, this needs a ticket. |
