Fix/tmlr requests

TMLR Requests:

• Remind EICs about late desk rejection approval
• Notify AE when the decision is approved
• Use a different reminder text for ACK assignments
• Show reviewers who are volunteers in the PC console
• Fix issue with the paper AE group, the AE shouldn't be signatory
• Fix issue about invitation archived reviewers that are not available

Other journal's requests:

• Make the ACK assignment task optional
• Make the camera ready revision task optional

Melba fixes:

• Don't show the video tab is there is no video url
• Don't show the expertise certification tab is there are no expert reviewers
