Use markdown relative link in README.md for HACKING.md reference #617

Markdown language allows the specification of relative links, which can be used to write more interactive documents. This change implements a relative link in README.md for the reference to HACKING.md in an attempt to promote UX. Signed-off-by: Ryan Goulding <rgouldin@redhat.com>
