Bug 2007087: bump RHCOS 4.7 boot images

This brings in fixes for the following issues:
BZ 2078001 - Publish RHEL CoreOS AMIs in AWS ap-southeast-3 region

These changes were generated with:

@mike-nguyen the commit message mentions using plume cosa2stream but the rhcos-stream.json isn't included in the commit. I don't think this is a problem since the stream metadata isn't supported for 4.7, but might be worth amending the commit message.

@sdodson This the boot image bump for enabling the ap-southeast-3 region that we agreed could do in parallel with the 4.8 boot image bump. I'm not sure what labels need to be added to override this requirement.
