Add RHEL9 image Dockerfiles #1495

We'll need to have parallel builds (RHEL8 and RHEL9) for a bit until we land the openshift/release ci-operator stuff, then we can flip over to RHEL9. |
We need to allow parallel images for a bit until the openshift/release bits land, and then we can remove the rhel8 bits.
