BUILD-159: enable tide for openshift/shared-resources-operator #20094

noticed tide was not working for openshift/shared-resources-operator with openshift/csi-driver-shared-resource-operator#3

just copied the file from sister component csi-driver-projected-resource and changed the repo name

  • key core-services-prow-02_config-openshift-shared-resources-operator-_prowconfig.yaml using file core-services/prow/02_config/openshift/shared-resources-operator/_prowconfig.yaml
