[openshift-logging] Cleanup 5.1 and 5.2 oal image mirroring and jobs

This PR provides some necessary cleanups for obsolete images for openshift/origin-aggregated-logging branches release-5.1 and release-5.2. Going forward, origin-aggregated-logging images are sync'ed from master into the logging:5y imagestreamtag and re-used across releases: 5.3 (current master), 5.2 and 5.1.

• image-mirror-mappings configmap in namespace ci at cluster app.ci using the following files:
  • key mapping_logging_5_1_quay using file core-services/image-mirroring/openshift-logging/mapping_logging_5_1_quay
  • key mapping_logging_5_2_quay using file core-services/image-mirroring/openshift-logging/mapping_logging_5_2_quay
