Add 4.11 aggregated-aws-ovn-upgrade job

As part of https://issues.redhat.com/browse/SDN-2880 to help
deliver ovn-kubernetes as the default CNI for OCP, we want
to have equivalent payload blocking jobs for ovnk vs what
already exists for openshift-sdn. This adds the
aggregated-aws-ovn-upgrade-4.11-micro job as a blocker for
nightly payloads.
