Revert "Pin to rocky 8.5"

This reverts commit 5c424ef.

Rocky 8.5 is no longer available so this doesn't work. It's likely that
this will cause https://bugzilla.redhat.com/show_bug.cgi?id=2087096 to
reappear, but that's better than nothing.
