The ID bill scraper isn't correctly stripping leading "– " out of the vote names.

Some examples:
– Agenbroad, – None, – Amador, – Cheatham, – Buckner-Webb, – Siddoway, – Foreman, – Barbieri, – DeMordaunt, – Heider, – Chew, – Malek, – Hagedorn, – Armstrong, – Anthon, – Davis, – Boyle, – Chaney, – Giddings, – Shepherd, – Gestrin

This is causing the vote to come back with a null leg_id, since the name cannot be matched back to a known legislator..
