Multiselection on touch devices

Without the ability to shift-click, it's impossible to select multiple features on touchscreens. This makes operations like merging ways unavailable, even with #7577. We should come up with some way to enable this functionality with no keyboard, perhaps via a mode in which tapping features adds or removes them from the selection.
