Email contributors when a facility claim has been approved

Overview

When an administrator approves a facility claim, we should send an email to all contributors who have that facility on an active list indicating that the facility has now been claimed.

The email should include a link to the OAR ID for the facility and also some text to the effect of:

If you believe this facility claim to have been approved in error,
email us at xyz@example.com to dispute the claim.

In #575 I am going to email contributors when changes are made to the claimed facility profile, so we don't need to worry about that here.\
