Email contributors when a facility claim profile has been updated

Overview

#575 enables updating approved facility claim profiles, which will add to the publicly displayed data on the facility details page.

Whenever any change is made to the facility claim profile, we should email each contributor that currently has that facility on that list to indicate that the public data has been updated by the facility claimant. The email should include a link to the facility details page by OAR ID and it should also include some text describing what to do it the claim profile information appears to be incorrect or needs to be disputed in some way.
