based on opentechinstitute/luci-commotion-splash#10 (thanks @tahini !), added small fix.

to test:

1. flash onto a gateway node
2. get splashed (go to non-HTTPS site), and make sure both internet and local apps buttons appear
3. click on internet button and make sure you get redirected to your original request (even if it takes a couple clicks)
4. enter opkg remove luci-commotion-apps --force-depends; /etc/init.d/nodogsplash stop; sleep 1; /etc/init.d/nodogsplash start
5. get splashed again and make sure the local apps button is missing
