ImageGenerator.pm: change dir and file permission of tmp images so that a WeBWorK admin can run remove_stale_images. Currently you have to be root to run this.

Hi Arnie,

I think I'm starting to understand this pull request thing. Thanks for your submissions.

Could you go to openwebwork/webwork2
and look at the pull request from ionparticle (John Hsu at UBC). He is adding webservice commands
that will make it possible to interact with Canvas and some of the other LTE Blackboard like products.
(Possibly Bill Wheeler will get this done as well but it's nice to have backup.)

See what you think of his solutions, and my comment and perhaps make some of your own.

If we are going to get a lot of people developing collaboratively this kind of discussion is
what we'll need to have happen.
