Other OpenWISP modules depend on having the default organization, groups and permissions created. For that reason we will recommend users who customize openwisp_users to create a migration with the same name 0004_default_groups in their custom openwisp_user implementation. This will avoid migration failures in other modules which will depend on 0004_default_groups.
