C5 BLE CAN2 not working #385

CAN2 will not accept diagnostic commands with {"bus":2} option. Traced this back to a firmware issues specific to the C5 platform. Need to confirm on C5 Cell and C5 BT.

add init/de-init for CAN2 on C5 BLE. Enables write on CAN2. Still

need pins for C5 BT/Cell to finish. #385.

Fix travis build by sticking with Ubuntu 12.04.
