The wkhtmltox custom built package is not available for Debian 11 ATM, and the system packages might be preferable if the features not provided in this package are not required. Add a new parameter `wkhtmltopdf` to indicate what implementation to use and default to not manage it.
I am more confident in Debian maintaing an odoo package than in odoo maintaing a Debian package.
Debian ships with werkzeug 1.0, while the odoo packages depend on werkzeug 0.16 and are not installable on Debian 11.

I am more confident in Debian maintaing a package than odoo.
In fact, the odoo packages do not work on recent Debian due to outdated dependencies.
