Adds support for installing the Coherence Operator into Tanzu as a package. Adds certification tests that run against a Tanzu CE cluster

Added a certification test suite to verify that the Operator runs on a Tanzu CE Kubernetes cluster.
This includes packaging and publishing the required Tanzu package and repo images.
