Installing opengrok-tools.tar.gz fails from 1.12.24

We get the following error when installing 1.12.24.
I feel it is similar to the issue# 4497 but I don't know how to fix/workaround.
Please help.
Env: RHEL 8 (Python3: 3.6.8)
