Adopt FIWARE contribution guidelines (#390)

* update code of conduct to v2.

* add contributing doc as per fiware requirements.

* add fiwares github pr template.

* implement cla signing w/ github action.

* mention fiware contrib guidelines in docs and readme.

* fix links.

* use separate branch for signatures
