Synch up with IATI resources

Master issue to reference several issues / tickets that help us synch up org-id.guide and IATI

(I'll try to keep this ticket updated with new ones / changes)

Output (what we want to happen): org-id.guide XML output is synched with IATI
Issues:

• format matches IATI needs XML produced by org-id.guide appears to be invalid against IATI schema OpenDataServices/org-ids#204 | Sort XML output by code OpenDataServices/org-ids#202
• IATI OrganisationRegistrationAgency codelist is merged with "latest" org-id.guide list Update org reg agency codelist from org-id.guide IATI/IATI-Codelists-NonEmbedded#247
• Updated IATI OrganisationRegistrationAgency codelist is deployed to live iatistandard.org site
• IATI OrganisationRegistrationAgency codelist pulls in and synchs with org-id.guide

• IATI OrganisationRegistrationAgency codelist description updated Update description text IATI/IATI-Codelists-NonEmbedded#252 Updates description for Org-ID codelist  IATI/IATI-Codelists-NonEmbedded#258
• IATI NonEmbeded codelist changelog is updated in terms of all recent OrganisationRegistrationAgency additions -- action might not be needed, as "handover" is dated in Updates NonEmbedded codelist changelog description for org-id-guide IATI/IATI-Guidance#313 as 17th July 2017
• IATI NonEmbeded codelist changelog is updated in terms of OrganisationRegistrationAgency & org-id.guide : Updates NonEmbedded codelist changelog description for org-id-guide IATI/IATI-Guidance#313

^^ You can check this box! This is sorted.

^^ I could add that to IATI/IATI-Codelists-NonEmbedded#172, but there’s no indication that PR will be progressed. So probably better to do it as a separate process.

Yes - let's get the lists updated, and then look separately at the synch process

^^ The pull request is merged, but iatistandard.org hasn’t been redeployed. (In fact, I don’t believe it has been redeployed for some months now.)

I’d suggest this task isn’t really “done” until the changes are reflected on iatistandard.org. I don’t understand why the site isn’t being redeployed, but I really think it would be a good idea for someone to do it. The more out of sync with the github repos it gets, the more confusing it is.

I noticed various errors when the iatistandard.org site generator parses this codelist:

IATI-Standard-SSOT/docs/en/codelists/OrganisationRegistrationAgency.rst:1626: WARNING: Inline emphasis start-string without end-string.
IATI-Standard-SSOT/docs/en/codelists/OrganisationRegistrationAgency.rst:546: ERROR: Unknown target name: "china".
IATI-Standard-SSOT/docs/en/codelists/OrganisationRegistrationAgency.rst:1346: ERROR: Unknown target name: "malawi".
IATI-Standard-SSOT/docs/en/codelists/OrganisationRegistrationAgency.rst:1696: ERROR: Unknown target name: "singapore".
IATI-Standard-SSOT/docs/en/codelists/OrganisationRegistrationAgency.rst:1966: ERROR: Unknown target name: "uk".

I think this is a bug with the iatistandard.org site generator, rather than the export from org-id.guide. But I thought it was worth flagging here, since this is the catchall issue.
