How to generate and publish allure report in jenkins pipeline without using jenkins-allure-plugin?

Backgroud:
Using jenkins allure plugin,sometimes the pipeline failed to download allure-command-line zip file

i installed allure-command-line in k8s container,and then in each jenkins job the pipeline generate allure report and succeed.
However,it failed to attach report to jenkins build.
Is there any way to fix this?
