docker push fails if image name any different than ${{ github.repository }}

Question: Can I change the image name when pushing a docker iamge from a repository ?

Body

I can push a new image just fine as long as the image name remains the repository name it seems.
If I try to put something different like "baseimage", I'm getting an invalid name error when pushing to the repository.

not working with:

The error is:

prepend username to image name works such as:
IMAGE_NAME: nicolasrobert177/foobar
