A code of conduct for all participants in accordance with Ory's standard practice

Describe the solution you'd like

A code of conduct copied from https://github.com/ory/hydra/blob/master/CODE_OF_CONDUCT.md

Describe alternatives you've considered

there could be a centralised version held in ory/meta and referenced in each project

Additional context

@jfcurran it would be nice to have a badge in the readme

I will take a look tomorrow, something went wrong, it synced up correctly for all other repos.
Will add the badge to README as well and a link in slack can't hurt as well.

Actually the Code Of Conduct has never been added to the sync scripts.
I dont think it is necessary to add it to the sync script, since we have never updated it (its the same since creation) and nothing gets substituted in it (it is the same for all Ory projects).

If we create a new repo we can just copy it from
https://github.com/ory/meta/blob/master/templates/repository/common/CODE_OF_CONDUCT.md

If we happen to change the CoC or feel we are making changes to it more often, it would be trivial to add to sync.sh

Now that I think about it, maybe it would make sense to add to sync.sh right away, since repos like ory/ladon, ory/dockertest ect. are also missing a CoC.
