No need for sle-aarch64 specific handling. If there are bootup problems
the memory dumps can be helpful in general.

With b85d55d the new linuxrc.core feature is used which we can keep enabled
in general so we should not need to drag this 'record_soft_failure' around
especially as the bug investigation now turned towards kvm so the SUT itself
is probably not at fault.
