Fail early if prerequisites for aarch64 uefi boot disk workaround are not met #9262

Since os-autoinst/os-autoinst#1275 the tianocore
boot menu does not show up anymore automatically and needs to be
requested with BOOT_MENU. This should be done by either test settings or
by os-autoinst as the setting effects the qemu command line parameter
which can not be influenced at the time the test code is evaluated.

Interesting. How did we manage to reach the tianocore menu in https://openqa.opensuse.org/tests/1129239#step/setup_zdup/4 after we were already in the installer boot menu? I guess if this work we can simply revert this PR because it is not that helpful.

Boot from hard disk drop us in UEFI menu, apparently due to https://bugzilla.suse.com/show_bug.cgi?id=1022064
