1.7.10 does not work

I tried to upgrade to 1.7.10 from 1.7.0 but it didn't work at all.
What I mean is I can open this page
http://mydomain.com/setup/

but I can't open any administration page nor front end pages
I simply get a blank white page
e.g.
http://mydomain.com/scp/admin.php
http://mydomain.com

I was able to upgrade to 1.7.9 from 1.7.0 without any problems. so I believe my upgrade procedure is correctly. The problem is most likely in the code.
