Is your feature request related to a problem? Please describe.
Each company has their adoption criteria. This criteria may not weight all Scorecard results equally, some of which could be zero. For example, we may not be so picky if the project has fuzzing, but others may find it a critical aspect.

Describe the solution you'd like
I propose to allow the user to specify the weights of each scoring component, either from command line or from the configuration file.

Describe alternatives you've considered
An external script that re-computes the output of Scorecard.
