Tweaks

  1. Removing ConsumerTags and ProviderTags from PactVerifierConfig, as they were accidentally added and do nothing.
  2. Changing tag values passed to the mock verifier to be wrapped in " rather than '. I suspect ' will cause issues on non windows environments.
