Add release notes to github release #200

We’ve been using Pact Broker for a few months now and have found it very beneficial thus far. We subscribe to this repo in order to get informed when releases happen so we can upgrade promptly.

The github releases do not have notes however. It would be really great if they did so we don’t upgrade blindly.

Good point. All the release notes are in CHANGELOG.md, but I haven't written anything to put them in the release notes of the actual github release. I'll look into it.
