Switches to using https://downloads.apache.org/ from https://archive.apache.org. This is the new CDN for Apache projects and is supposed to sync more quickly afte projects release, which should result in us getting updates more quickly. Signed-off-by: Daniel Mikusa <dmikusa@vmware.com>

@garethjevans - FYI ^^ - It should still work if you have the INPUT_URI set to https://archive.apache.org/ but you might want to change to update your workflows to use the new CDN. |
