Add new comments control

It will be very helpful for me if you extend this cool tool by adding new control that checks if every class, method and function is commented.

Thanks for the suggestion. I agree it will be helpful to enforce consistent commenting, especially jsdoc comments for API files.

tslint now has pluggable rules, so you can write your own that are specific to your project :)
