Inspired by #311, but mostly taken from Werkzeug.

Hello @souravsingh, your file had several things that I included into the contributing file (e.g. the link to the Pocoo IRC channel), but I decided that Werkzeug's CONTRIBUTING.rst is more elaborate, so I've taken it from there. |
