I have added a Contributing.md file showing the requisite places to go for help and issue tracking.This will help the contributors to work on the project.

However,

  • We don't need a table of contents for this short document, so please remove all these HTML anchor hacks.
  • You might want to take a look at Werkzeug's contributing file

Hello @souravsingh, your file had several things that I included into the contributing file (e.g. the link to the Pocoo IRC channel), but I decided that Werkzeug's CONTRIBUTING.rst is more elaborate, so I've taken it from there.
