Right now, ocean.pangeo.io is failing to deploy because building the image is taking over an hour. https://app.circleci.com/jobs/github/pangeo-data/pangeo-cloud-federation/1032
To reduce the solve time, which appears to be taking quite a while, I've pinned a number of packages. https://docs.conda.io/projects/conda/en/latest/user-guide/concepts/conda-performance.html#improving-conda-performance has a few other things we can try if needed.
