Pex is adding support for control of resolution of prereleases via pex-tool/pex#28 / pex-tool/pex#350. Pants should upgrade its pex dep to get this new functionality and plumb a new option (potentially housed on the PythonSetup subsystem) through to the pex.resolver.resolve(..., allow_prereleases) option.

Need to wait for a version with this issue fixed: pex-tool/pex#354
