Note: A lot of the file changes come from me restructuring the e2e-tests to be configurable for all endpoints (moving all the block json files into more organized file structures). |

This PR focuses on expanding the e2e tests to test the
/account/{accountId}/balance-infoendpoint's in sidecar.
