Removal of event energies had broken generation of random values for goodness of fit testing.

Okay, I'll start following the semantic versioning rules (within reason given the limited use I expect this code will see).

I got rid of including errors in event energies a while ago, but forgot to clean out all references to those errors in the powerlaw module. Fixed that in this release.
