we currently provide some platform specific encoding.c files, and use only ascii for generic.
esp. we miss on cygwin and solaris.
we should rather use only the generic one with special probes for the platform differences (netbsd/linux/MSWin32). the differences are minimal
then we would get cygwin and solaris for free, and for other platforms also.

t/pmc/os_unicode.t can then be extended. tested ok for cygwin with unicode filenames.
