Thank you @patrickhlauke for working on VPAT 2.5 and WCAG 2.2 additions. I noticed tests were failing GSA#353 so I forked your changes and making this addition.
I think I also want to make the librarian support VPAT 2.4 and 2.5 catalog generation so you can always use either version. What do you think?
