There is a use cases when you need to only add new files to GitHub pages and do not remove existing. E.g. when you host different versions of some JS lib from GitHub pages.

This PR adds an option to support this use case.

LGTM. But we have to consider #29 (a bug of GitHub Actions). I will merge this pull request and add some changes for #29 by #34. After some testing, this feature will be released as v2.4.0
