Add ability to specify importance of objectives in Style

For example: encourage Near(u.text.position, u.shape.end) with importance 50

These importances should be treated as a partial ordering, not as an absolute weight, just like how one can specify custom syntax with some precedence for a parser. And so we as implementers retain flexibility in how to implement this feature for the optimizer.
