dependency: change from bio crate to noodles

• The bio crate has very limited feature control, which leads to a LOT of unnecessary third party packages that need to be compiled.
• The noodles crate has a really nice modular layout for it's features.
• Noodles also has a VCF module, which will better prepare us for Issue Consider genome VCF instead of barcodes table. #14.
