Natural Selection - Publish 1.5 with PhET-iO upgrades and dynamic locale

As part of the "batch release" milestone https://github.com/orgs/phetsims/projects/44, publish Natural Selection 1.5, for brands=phet,phet-io.

Dev test 1.5.0-dev.1 was completed today, 7/13/2022.

In Slack#phet-io, I asked:

... Is there any urgency to creating the 1.5 release branch, like there typically is with a dev test? Is PhET-iO even ready to create a release branch?

@zepumph replied "We are not ready for an RC yet".

@kathy-phet reported that Density is up next for a dev test, as part of https://github.com/orgs/phetsims/projects/44.

So I'll assume that creation of a release branch and RC is still a ways off. And I'll await further instructions.
