This commit unifies all configuration is done by having a single config file for single apps and a single config file for umbrella apps, mirroring the upcoming Elixir v1.9. We also tidy up the generators so they don't include assets multiple times.

This PR unifies all configuration to a single config file for
single apps and a single config file for umbrella apps,
mirroring the upcoming Elixir v1.9.
We also tidy up the generators so they don't include assets
multiple times.
There is one step left, which is to rename prod.secret.exs to
release.exs.
