Show @since statements as a changelog.

In the default template, we could best represent one or more @since as a changelog. Especially if these are on a file of class DocBlock.

IMO, this type of grouping would be great for all tags shown in the Tags section and not just for file/class docblocks.

Mind you: I have a feeling some CSS normalization may be needed as the dd elements as they are get quite some height for some reason (I've already reduced this a bit in the mock-up).
