When you would hover on more a scroller would appear so you could view it by scrolling it down. I don't know whether it is intentional or should be fixed. In the meantime, it would help you 😄

I also came here because of this bug. I'm glad I found the configuration option $cfg['HideStructureActions'] since I'm on a widescreen monitor and phpMyAdmin only used half of the screen space. I personally would prefer default=false.
