Add python 2 and python 3 separate images

and also add ability to add to custom images

Thanks for the PR! However, after some discussion we've decided not to include it at this time: the baseimage already contains python3, so the python2 image would have both 2 and 3 anyway. Can't save space either by removing 3 there. Another thing is that the baseimage actually depends on python3 through the setuser script.

Btw. there was also a bug: the Makefile still set python=1 instead of python2=1 / python3=1
