1. Allow better SegmentedButton theming …

   - Move default Button padding to xaml so it can be overridden
   - SegmentedItemCollection is now observable collection (non ABI-break)
   - Make ThemedSegmentedButtonHandler methods/properties all virtual so they can be overridden
   - Make the border between segmented button items half size so the border shows on both sides when highlighted
   - Move SegmentedButton styling to xaml
   - Added WpfProperties.EtoStyle/EtoModifier attached properties for wpf styling triggers.
