As different BL602 boards/chips come out it will spam up the quick start articles with unnecessary information. Placing the information in a single article also reduces duplication for Windows/Linux/Mac.
File ending was `.html` instead of `.rst`. Headers needed to be longer in order to not be a warning.

This PR:
Pine64 BL602 EVB ver 1.1and the Boufallo Lab dev boards are included. I plan on adding images + instructions for the remaining Pine64 form factors when they arrive.First two bullet points work towards issue #51.
